JOB DESCRIPTION

Elementary Principal (K-5)

SUMMARY:

The Elementary School Principal will provide educational leadership needed to plan, direct, and manage the activities and operations of a K-5 school including the supervision and evaluation of the assistant administrator, and certificated and classified personnel; budget administration; complex educational and categorical program management; and ensures the maintenance of the school site to promote a safe learning environment.

NATURE AND SCOPE
This is a management position with full operational responsibility for school site operations including planning, evaluating and initiating programs to meet current and future needs in education. The position ensures the efficient and cost effective educational delivery of service that complies with State and Federal programs to include maintenance of facilities, curriculum development, categorical program compliance, budget preparations, hiring staff and overseeing supervision and evaluation of educational and support staff. Positions at this level are required to develop and maintain program procedures, department systems and efficient work standards. The principal has budgetary responsibility; and maintains cooperation, understanding, trust and credibility. Assigned work is performed in an office and classroom environment during regular and considerable evening hours.

EXAMPLES OF DUTIES

1. Established implementation of academic standards and student performance. Coordinates curriculum and staff development and curriculum alignment. Analyses student test scores and assessments to predict program efficiencies.
2. Develops a budget, which includes cost analysis and cost-effective school site management, equipment, expansion, or site modernization.
3. Develops, plans, and promotes a safe learning environment for students and staff.
4. Ensures quality school and community relations; maintains positive contacts with the school community; responds to parent concerns; establishes communication forums including parent and community meetings and school newsletters.
5. Supervises and provides day-to-day personnel management of certificated and classified staff; plans and directs programs and ensures compliance with District, State, and Federal regulations.
6. Facilitates a variety of group processes with parents, staff, students, and the community.
7. Coordinates educational program activities with other departments and outside agencies; prepares and presents staff reports and provides staff assistance to other administrators as needed.
8. Designs, plans, and assures implementation of site action plans, staff development, and other programs.
9. Promotes marketing, merchandising and public relations as it relates to education services in the District and community.
10. Serves as a point of coordination for various inter-department, inter-agency, etc., activities and events, some of which may require media notification.
11. Performs other duties as required to accomplish the objectives of the position and the District.

QUALIFICATIONS

Knowledge Of
Professional specialization in principles and practices of California education school management, thorough knowledge of curriculum and instruction, budget practices, supervisory techniques, facility management and regulation, policies and procedures related education; a broad working knowledge of organizational management practices as applied to the analysis and evaluation of programs, policies, and operational needs; working knowledge of the principles and practices of school budget preparation and administration; knowledge of the principles of supervision, training, and performance evaluation; pertinent Federal, State and local laws, codes and regulations; and District organization, operations, policies, and objects; and well-developed human relations skill sufficient to prepare and deliver presentations to large and diverse audiences, to motivate a multi-level team, and resolve confrontation through effective problem-solving strategies.

Ability To:
effectively interface with site and District personnel, parents, social and youth service agencies in resolving student problems and concerns; effectively participate in the planning and implementation of school guidance and curricular programs; communicate effectively in oral and written form; understand and carry out oral and written directions with minimal accountability controls; plan and organize work; analyze situations accurately and adopt an effective course of action

Experience:
The ideal candidate will have at least two years of progressively responsible experience as an elementary school administrator or site-based leadership and at least five years of teaching experience. Experience as a principal is highly desirable.

Education:
A Master’s degree or higher degree in education or closely related field is required.

Certificate Requirement:
Possession of a valid California Administrative Credential and teaching or service credential is required. A valid California Driver’s License is also required.

Working Conditions:
Environment: Office environment; constant interruptions; driving a vehicle to conduct work; evening or variable hours.
Physical Demands: Hearing and speaking to exchange information and make presentations; seeing to monitor students and to read a variety of materials; dexterity of hands and fingers to operate standard office equipment; sitting or standing for extended periods of time; bending at the waist, kneeling, or crouching; walking to supervise events and activities.
Hazards: Contact with dissatisfied or potentially verbally or physically abusive individuals.
